Setting per-journal for whether to use page numbers

From the tester who made this request:

When creating a new journal, I would love the option to "Use page numbers" (followed by marking where on the page to check for page numbers. Say "upper corner," "upper center," "lower corner," or "lower center")

OR, "Use page order" to automatically number by where the page is in the upload order. This option would also really benefit from a feature that lets you choose "Reorder Pages" (or similar) to hold-and-drag to manually order pages

So this relates to Setting for where page numbers are located but this request specifies an option to not use page numbers.
